The Calaveras Board of Supervisors meetings are much more important than you may realize.  One of our members, Janet, has been taking detailed notes which gives you a chance to follow along.

8. Resolution – Clerk of the Board of Supervisors (ID # 6497) Adopt a resolution finding that the COVID-19 pandemic state of emergency continues to present imminent risks to the health or safety of attendees without a teleconference participation option.

9. Action Item – Clerk of the Board of Supervisors (ID # 6538) Appointment of applicants to serve on various Committees, Commissions, Advisory Boards and County Service Areas.

10. Action Item – Administrative Office (ID # 6503) Approve an extension of the Butte Fire Settlement Funds expenditures deadline, from April 8, 2022, to December 31, 2023.

11. Agreement – Administrative Office (ID # 6539) Authorize the County Administrative Officer to execute a grant agreement for the Calaveras Public Power Agency Energy Efficiency Funding Program for the conversion of incandescent lighting to more efficient LED lighting systems in the Murphys Library.

12. Resolution – Sheriff (ID # 6486) Adopt a Resolution to authorize the destruction of certain Sheriff’s Office records pursuant to Senate Bill 16, which modifies California Evidence Code Section 1045 as well as California Penal Code 832. Requires 4/5 affirmative approval of the Board.

13. Resolution – Sheriff (ID # 6518) Approve amendment to Resolution 20161213r229 to increase the Recruitment/Retention Incentive and maintain a Relocation Incentive for Sheriff Deputy I/II classification.

14. Resolution – Health and Human Services Agency (ID # 6513) Adopt a Resolution authorizing the Director of Health and Human Services to sign an Addendum to the Participation Agreement with the California Department of Health Care Services to administer the Medi-Cal County Inmate Program for the not-to-exceed value of $758.70 for the period of July 1, 2020 through June 30, 2023.

15. Resolution – Public Works (ID # 6521) Adopt a Resolution to vacate a Drainage and Public Utility Easement along the rear boundary of Lot 1868, Rancho Calaveras Subdivision, Unit 7 (APN: 071-017-023).

16. Agreement – Health and Human Services Agency (ID # 6524) Authorize the Board Chair to execute Amendment 01 to the Agreement with Sonora Senior Living, LLC., for residential care services for the period of November 1, 2020 through October 31, 2022 in an amount not to exceed $150,000.

17. Action Item – Victim Witness (ID # 6527) Approve the 2022 Cal OES XC Victim Services grant award in the amount of $134,973.

Regular Agenda

18. Informational Item – OES (ID # 6531) Receive a Tree Mortality Program Implementation Update from TSS Consultants.

John Osborne – Director Emergency Services – turned it over to Tad Mason – Tree Mortality Expert. See PowerPoint for detailed information.
• Since the program began there have been 37 projects completed and over 10,500 hazardous trees have been removed. In 2021, we had 4 projects completed and over 1,000 trees removed. During the summer of 2021 TSS conducted surveys throughout the County to determine where there were previously existing or new hazardous trees. No damage to property or injury to employees. On the basis of survey, we defined seven new projects involving over 1,100 private properties. As trees are removed, we are trying to find the highest and best use for them.

19. Action Item – Integrated Waste Management (ID # 6532) Find Exempt from CEQA; Introduce and Waive Full Reading of Ordinance Adding Article VII to Chapter 8.12 of the County Code to Comply With SB 1383 Regulations Concerning Edible Food Recovery; Authorize Summary Publication.

Paul Feriani – Integrated Waste Management – SB 1383 is 75% diversion over the next five years to landfills. Asking to be exempt.

20. Action Item – Clerk of the Board of Supervisors (ID # 6534) Revise the Board of Supervisors assignment to the Sierra Nevada Conservancy Board.

• Supervisor Callaway – nominates Supervisor Garamendi because it is for two years and I will stay as alternate this year.

Motion to approve – Passed 5 – 0.

21. Resolution – Human Resources (ID # 6556) Adopt a Resolution approving a Memorandum of Understanding (MOU) between the County of Calaveras and the Calaveras Management Union for the term of February 1, 2022 to December 31, 2026.

• Judy Hawkins – HR and Risk Management – bargaining unit was recognized in June 2021. Agreed to terms and thanked the bargaining unit team for all their hard work. After board adoption, will have a 4% COLA, after the first pay period in January, a 3% COLA for the last four years.

22. Resolution – Human Resources (ID # 6557) Adopt a Resolution approving a Memorandum of Understanding (MOU) between the County of Calaveras and the Calaveras Supervisors Union for the term of February 1, 2022 to December 31, 2026.

• Judy Hawkins – HR and Risk Management – with CMU, we bargained for both contracts at the same time. Thanked the bargaining team for all their hard work. After board adoption will have a 4% COLA, after the first pay period in January, a 3% COLA for the last four years.

Supervisor Announcements

Supervisor Callaway – will be happy to write a letter to CalWaste and copy it to RCRC and the legislature. Sarah Edwards – County Counsel – can draft a letter but need to bring it back to the board for a vote.
• Supervisor Stopper – did my rounds with public works employees and it was good to talk to them. Asked questions re their needs and will bring up at a different time. Good to see the guys on the ground who do the work. Had a Fish and Game meeting and will have another kids fishing day in Murphys – possibly in May.
