Staff Announcements

  • Teri Lane, Executive Director, First 5 Calaveras, shared a collaboration with the Calaveras Community Foundation bringing Dolly Patron’s Imagination Library program to Calaveras County residents with children under 5 years of age. Enrollment can be completed by calling First 5 at (209)754-6994, or fill out a registration form at one of the libraries or register online at www.imaginationlibrary.com
  • Lisa Medina, Director, Environmental Management Agency, shared that emails have been sent to pool operators a newsletter providing information on the regulations of pools. Permitted pools will be inspected by the Health Inspectors in the near future. Public pools HOA, apartments, schools, hotels/motels. For additional information call (209) 754-6399. Additionally, Ms. Medina shared an upcoming free rabies and microchip clinic that will be held at the Government Center on Saturday, June 10th from 9:00 am-12:00 pm. In April, 604 hours for dogs and 104 hours for cats were volunteered at Animal Services.
  • Kathy Gallino, Director, Economic Community Development, shared that this Wednesday and Thursday and May 22nd through May 29th the airport will be closed for resurfacing

Public Comment

  • Javier Caltenco, Public Information Office, Small Business Administration, shared information on the economic disaster loan. Loans are at 4% interest and 2.5% for non profit. Deadline Jan 2024. Additional information can be found at www.sba.gov or call 800-659-2955
  • Linda Toren, Poet Laureate, shared pocket poems and that a collaborative poem project to include all 5 districts is currently open. Additionally shared, there will be a day of poetry and journaling on Saturday, July 15th, from 9:00 am – 6:00 pm located at Big Trees State Park.

Consent Agenda

Robert Pachinger, Director, Public Works, pulled items 17 and 18. These items will be brought back at a future date.

8. Action Item – Administrative Office (ID # 7271) Approve budget appropriations for the 2023 February-April Storms damages. Requires 4/5ths affirmative action of the Board.

9. Action Item – Administrative Office (ID # 7301) Authorize the Board Chair to approve the attached letter per the request of Utica Water and Power Authority, in support of the Utica Community Water Resiliency Project.

10. Action Item – Administrative Office (ID # 7306) Approve the expanded use of San Andreas Recreation & Park District’s previously allocated Butte Fire Settlement Funds.

11. Agreement – Behavioral Health (ID # 7298) Authorize the Board Chair to sign Amendment 01 to the Agreement with Health Management Associates, Inc. for consulting services, increasing the not-to-exceed amount from $30,100 to $202,100 and extending the contract term through June 30, 2024.

12. Action Item – Behavioral Health (ID # 7303) Authorize the Director of the Health and Human Services Agency to complete an application for The California Department of Health Care Services (DHCS) PATH Capacity and Infrastructure Transition, Expansion and Development (CITED) Grant, resulting in potential revenue between $750,000-$1,000,000.

13. Action Item – Clerk of the Board of Supervisors (ID # 6930) Approve amendments to the Conflict of Interest Code for Appaloosa CSD, Calaveras Unified School District, Union Public Utility District and Utica Water and Power Authority.

14. Action Item – County Clerk-Recorder & Registrar of Voters (ID # 7293) Approve a correction to November 2020 election appointment term length for Ebbetts Pass Veterans Memorial District Board Member Ward Redman.

15. Action Item – Economic & Community Development (ID # 7319) Authorize the Board Chair to sign a letter of support for California Senate Bill 754.

16. Agreement – Library (ID # 7299) Approve and authorize the Board Chair to execute the MOU with Amador Unified School District for providing sack lunches to the Calaveras County Library for distribution to the County’s school children through the Lunch at the Library Program from June 12, 2023 – July 21, 2023.

17. Action Item – Public Works (ID # 7305) 1) Reject the Bid for construction of the Striping Project 2023-25; and 2) Authorize the Department of Public Works to make minor modifications to the quantities and to re-solicit formal construction bids.

20. Action Item – Sheriff (ID # 7302) 1) Accept an one-time augmentation of grant funds in the amount of $98,529.66 from the CA Department of Parks and Recreation-Boating & Waterways Division; 2) Approve Budget Transfer Form for the increase in allocation of revenue and expenditures in the Marine Safety Fund (10100360); and 3) Authorize the Sheriff’s Office and Purchasing Agent to buy and install a diving air tank refill station at the Boat Barn, a new capital purchase, and include this capital purchase in the FY2022-23 Budget Capital Asset Requests list. Requires a 4/5th affirmative vote of the Board.

Agreement – Public Works (ID # 7307) Authorize the Board Chair to execute Amendment 07 to the County’s Agreement with Dokken Engineering, Inc., increasing the total contract value to an amount not to exceed $6,711,402.51 for the term of September 1, 2018 through December 31,2023. Authorize the Board Chair to execute Amendment 08 to the County’s Agreement with Dewberry Engineers Inc., increasing the total contract value to an amount not to exceed $2,196,520.93 for the term of September 1, 2018 through December 31, 2023.

23. Informational Item – Environmental Management Agency (ID # 7263) Receive a presentation on the new Calaveras County Animal Services Cat & Kitten Foster Program.

Lisa Medina, Director, Environmental Health Agency, and Michael Vasqeuz, Manager, Animal Services shared information on the new Calaveras County Animal Services Cat and Kitten Foster Program.

24. Informational Item – Economic & Community Development (ID # 7114) Receive a presentation from the Economic & Community Development and the Planning Department about Parks and Recreation opportunities in Calaveras County and receive the Calaveras Parks and Recreation Commission’s annual report.

Supervisor Announcements

  • Supervisor Huberty attended Area 12 on Aging last Thursday and spoke at the Wildfire Community Preparedness Day on May 6th hosted by Chief Johnson.
  • Supervisor Stopper attended Kids Fishing Day on Saturday, sharing it was a successful event.
  • Supervisor Folendorf had nothing to report.
  • Supervisor Garamendi presented at a Broadband conference in Houston, TX and will be attending RCRC/Golden State Connect meetings in Butte County later this week.
